The Fragile States, Conflict and Social Development (AFTCS) team at the World Bank Country Office in Nigeria is providing technical assistance across the World Bank portfolio in the country for the integration of demand for good governance (DfGG) mechanisms in Bank-supported projects.


BACKGROUND / GENERAL DESCRIPTION
The AFTCS team in Abuja seeks applications for the position of Social Development Specialist. The Social Development Specialist will be a member of the AFTCS team based in the Nigeria Country Office, recruited locally and based full time in Abuja under an Extended Term Consultancy with duration of 1 year, renewable for a maximum of 2 years. For day-to-day assignments and responsibilities, the Social Development Specialist will report to the Senior Social Development Specialist based in Abuja, Nigeria.
The main purpose of the consultancy is to advance the AFTCS unit’s operational and analytic work in Nigeria in several areas of social development, notably demand for good governance.
• Identify and provide advice to project teams for the introduction of suitable DfGG mechanisms including: (a) awareness and transparency mechanisms; (b) feedback mechanisms; (c) grievance mechanisms; and (d) third party monitoring for the verification of results
• Work in close collaboration with the project teams and State Governments in the design of pilot DfGG mechanisms that allow the engagement of citizens in the selection of project priorities, assessment and verification of results. The Specialist will be required to plan, design and manage pilot activities and, based on preliminary results, suggest adjustments to the mechanisms as necessary and develop a plan for scale-up.
• Conduct research and operational activities in line with the World Bank AFTCS agenda and demand for good governance. For this, the Specialist should be able to use a variety of analytical tools such as interviews, questionnaires and focus groups, to investigate the views of population samples and have the capacity to translate these findings into activities and components within a project.

SELECTION CRITERIA
• Postgraduate degree in Social Science or any closely related field, with at least 5 years of relevant hands-on experience in the field;
• At least 2 years of specific experience in research and operational projects in the areas of DfGG or results based operations a plus;
• Previous experience with development projects supported by International Donors and conducting dialogues with clients a plus;

1. GROUP MANAGING DIRECTOR:

2. CHIEF FINANCIAL OFFICER
Reporting to the Group Managing Director, the CFO will ensure that the group and subsidiary financial business is carried out in accordance with well formulated procedures and systems and overseeing the financial reporting, planning, data analysis and other financial responsibilities of all subsidiaries.

3. CHIEF RISK OFFICER
The Chief Officer will have the responsibility of developing the process for assessing, identifying, monitoring and reducing pertinent risks; coordinating the credit processes of the group and building a group credit programme aimed at improving the financial standing of the subsidiary banks and designing and implementing effective strategies that will result in increased deposits and intermediation for subsidiaries.

4. CHIEF OPERATING OFFICER
The successful candidate is expected to provide necessary support to the group subsidiaries in the implementation of strategies for expanding customer deposits and generating strong international and money market operations.

5. CHIEF INFORMATION OFFICER
The group Chief Information Officer will be charged with deploying and managing technology to support the Groups business strategy as well as supervising and resolving all computer and communication activities in the group.

6. GROUP HEAD, HUMAN RESOURCES
Leading the HR team in delivering a human resources service, the successful candidate will be expected to develop, implement and review human capital management policies, strategies and systems for the entire group.

QUALIFICATION / EXPERIENCE
For position 1 to 4, candidates are expected to possess a first degree in Accounting, Economics, Business Administration or any other management science. In addition, candidates must possess an MBA or MSC in Accounting, Finance, Auditing or Business Management and professional qualifications in Accounting (ACA, ACCA, CPA or its equivalent). For position 5, a first degree in computer science, computer engineering or any relevant field. In addition, IT certificate such as CISA, CISSM is compulsory.
For position 6, candidates must possess BSC in Human Resources discipline plus professional qualifications in personnel management (CIPM, CIPD, SHRM etc)
For the GMD position, a minimum of fifteen (15) years cognate experience is required while all other positions shall require a minimum of twelve (12) years cognate experience with the last five at similar managerial position.

CFRCR manages the credit risk of the IBRD portfolio through an ongoing assessment of the risks associated with IBRD exposure in each member country.  To perform this task CFRCR economists and risk analysts rely on internal proprietary macroeconomic and financial models.  To this end, the CFRCR Modeling and Data Team is responsible for developing, implementing and maintaining a series of complex models and their interfaces on which the core work of the department depends.
